Dear Minister Noonan.

I have been a coal merchant in Dublin for more than 30 years now. I have a small family run business which works extremely hard to service the home heating needs of our many customers right across all areas of the south-side of Dublin. During that time I have faced many challenges in business. I have faced into the difficulties that the 80s/90s brought, including the crippling currency crisis at that time. I witnessed first hand the devastation that mass unemployment, mass emigration, and total despair that that period brought to all areas of Dublin, the same devastation and despair that was of course replicated throughout the entire country. As a Dublin coal merchant, at that same time I faced head-on the challenge of the ban on bituminous coal in Dublin and the other main centres of population in Ireland. The difficulties that the ban brought to my customers as a whole, but especially my older customers who depended entirely on their open fire/back-boiler for their home heating needs cannot be overstated. However, over the recent past coal merchants in Dublin have continuously worked to bring the cost of smokeless fuel down to it’s now affordable level.

The Celtic Tiger brought many welcomed changes. Many families found themselves in the financial position to be able to afford to have gas or oil fired Central Heating installed in their homes. Meanwhile, the unquantifiable yet sizable bi-monthly gas bills, or the huge cost of the regular tank fill of oil held no fear for large sections of the population. Unfortunately, as we all now know, that ship has sailed and we are all facing a new reality.

Throughout those 30 years or more, I have witnessed the varied economic changes and financial challenges faced by a small family business such as my own. Indeed, as a founder member and chairperson of Crumlin Village Business Association, I have witnessed at first hand the many challenges faced by small local business’ in general.

However, the level of despair today among many of my customers is very different. In the 80s/90s I witnessed a kind of acceptance, almost an approval of the difficult situation that we all had to face. But now I see a hopelessness, a futility, and a genuine dread and fear of what the immediate future may hold. Along with my regular, older customers who continue to buy a bag of smokeless coal and a couple of bags of logs each week, I am also now seeing the return of customers who had installed gas or oil fired heating during the Celtic Tiger. These are ordinary people from every section of society who are now struggling to cope with the reduction in their income.  The warm and welcoming glow of the open fire is now very often the easiest and only option for most. As I go about my coal deliveries in Dublin, it is just dreadful for me to see an older person sitting in the freezing cold in their own home in the afternoon, afraid to put on their heating that day in fear and trepidation of the increasing gas bill that they will face in the next couple of months. Unfortunately, this has now become a daily occurrence for many. In these most difficult times of austerity,  the open fire & solid fuel stove are the only means of home heating where “Fuel Poverty” is greatly alleviated by the availability of more easily managed small purchases of fuel. From a bale of briquettes or a small handy-pack of coal from the local store or garage forecourt when necessary, to the large bag of coal delivered weekly by the trusty Dublin Coal Merchant, it is for many the only affordable, manageable method of keeping warm at home during winter. Any increase in taxes now is sure to increase levels of fuel poverty right across the country.

It is with this in mind that I implore you not to impose an additional cost on smokeless coal supplies, or add to the 13.5% VAT rate. Please do not add to the burden on an already struggling householder trying so hard to heat their home this winter.

Fuel – Security of Supply? Coal Merchants Dublin Raise the Flag

The Celtic Tiger spawned an upsurge in demand and usage of energy in Ireland. As we know that ship has unfortunately sailed, but the voracious appetite for energy in Ireland remains. The boom has long evaporated now, but our energy demands are still being met by a huge reliance on imported fossil fuels. As continuing political changes and social unrest in the main oil producing regions in the Middle East and North Africa along with the recently imposed embargo on Iranian oil imports ito Europe hit the newsdesks, Robert Hudson, owner of leading Dublin solid fuel supplier Crumlin Fuel Depot, Coal Merchants Dublin Says “The energy security crisis that we face will remain a continuing challenge into the future. It remains to be seen if the major political upheavals in the Middle East and beyond will bring stability to the regions or will further tensions and fragmentations actually creep in over the coming years. Meanwhile an analysis of the facts here in Ireland provides an alarming insight.”

* 95% of  natural gas used in Ireland is now imported.

*100% of oil usued in Ireland is imported.

*Imported fuels cost the Irish economy over 6 Billion Euro every year.

*  There is only approximately 11 days supply of gas stored in the country.

* This compares with a reported 92 days supply in France and 84 days supply in Germany.

The facts and figures above show just how vulnerable we are to any interruption to supply, even for short periods. In recent years, the bulk of our gas was sourced in the North Sea, but over the coming years we will become increasingly dependant on gas imports from the various former Soviet Union states, Central Asia, and other politically volatile nations. Meanwhile, our oil will largely be imported from North African and Middle Eastern Countries. We have seen a sea-change in the political landscape in the Middle East in recent times, but it remains to be seen how the fragile position there will effect stability of both price and supply of energy in that region into the future. And now with the recently imposed embargo on Iranian oil imports into Europe, what effect will that bring to the mix? 

Coal Delivers!

Mr Hudson said today, “The most abundant fuel is of course coal, with an estimated 850 billion tonnes of proven coal reserves worldwide. As such, it is typically not associated with market crises or price spikes. This represents more than 130 years supply of already discovered, economically recoverable reserves of coal. As we progress into the future, it is not unreasonable to assume that there are many more billions of tonnes of coal reserves as yet undiscovered. Furthermore, it is far easier to establish their locations and extract the mineral using modern technologies than with any other energy sources. In addition there are huge resources worldwide in what was previously considered to be uneconomic mines, not least in our neighbouring island.” He continued “Coal is also easily stored and does not suffer from intermittency problems. Of Course as coal merchants Dublin, price is a major determination for Crumlin Fuel Depot as price filters down to the end user, our customer! – Coal is indeed one of the cheapest accessible energy sources. In addition to its abundance, the actual systems for generating electricity from coal are cheaper than any alternatives, even nuclear or hydroelectric power. While coal is only a relatively small proportion of the total primary energy requirement in Ireland at only 9.4%, it is considered to be one of the most secure fossil fuels for Ireland”. The Coal Merchants Dublin CEO then went on to explain, “In energy production worldwide, carbon capture and storage (CCS) may prove to be a breakthrough solution for coal, cutting carbon emissions by up to 85%, (but theoretically by up to 100%). When this is factored in, coal becomes the cleanest fossil fuel of all.” * (*Source; Forfas)

Industry and transport are by far the main demand on these limited resources, but we can also look at how we heat our homes from a different prospective. There is an increased interest in wood as a sustainable, renewable energy resource, and a genuine interest in the fact that together firewood logs and smokeless coal deliver lower CO2 emissions”.
Under the European Renewables Directive, the Irish Government has set targets for renewable penetration into each energy market by 2020, with a target of 12% of heating demand. So locally sourced firewood can play a significant role in helping to achieve that target.
