1. Always use a Fire Guard on all open fires.

2. Never leave children or people with mobility difficulties alone near an open fire or solid fuel stove.

3. Be careful not to leave kindling, fire lighters, or exposed fuel close to the fire.

4. Never attempt to dry clothes by the fireside or solid fuel stove.

5. Be extremely careful using a mirror over the mantle, particularly children with loose clothing/night clothes.

6. Have your chimney swept at least one a year when mostly using smokeless fuel, and twice a year when using predominently bituminous coal (smokey coal), wood, briquettes or turf.

7. Install a carbon monoxide detector as with all oil, gas and solid fuel heating.

8. Install smoke alarms throughout your home  (and regularly check that the batteries are working).

Dear Minister Noonan.

I have been a coal merchant in Dublin for more than 30 years now. I have a small family run business which works extremely hard to service the home heating needs of our many customers right across all areas of the south-side of Dublin. During that time I have faced many challenges in business. I have faced into the difficulties that the 80s/90s brought, including the crippling currency crisis at that time. I witnessed first hand the devastation that mass unemployment, mass emigration, and total despair that that period brought to all areas of Dublin, the same devastation and despair that was of course replicated throughout the entire country. As a Dublin coal merchant, at that same time I faced head-on the challenge of the ban on bituminous coal in Dublin and the other main centres of population in Ireland. The difficulties that the ban brought to my customers as a whole, but especially my older customers who depended entirely on their open fire/back-boiler for their home heating needs cannot be overstated. However, over the recent past coal merchants in Dublin have continuously worked to bring the cost of smokeless fuel down to it’s now affordable level.

The Celtic Tiger brought many welcomed changes. Many families found themselves in the financial position to be able to afford to have gas or oil fired Central Heating installed in their homes. Meanwhile, the unquantifiable yet sizable bi-monthly gas bills, or the huge cost of the regular tank fill of oil held no fear for large sections of the population. Unfortunately, as we all now know, that ship has sailed and we are all facing a new reality.

Throughout those 30 years or more, I have witnessed the varied economic changes and financial challenges faced by a small family business such as my own. Indeed, as a founder member and chairperson of Crumlin Village Business Association, I have witnessed at first hand the many challenges faced by small local business’ in general.

However, the level of despair today among many of my customers is very different. In the 80s/90s I witnessed a kind of acceptance, almost an approval of the difficult situation that we all had to face. But now I see a hopelessness, a futility, and a genuine dread and fear of what the immediate future may hold. Along with my regular, older customers who continue to buy a bag of smokeless coal and a couple of bags of logs each week, I am also now seeing the return of customers who had installed gas or oil fired heating during the Celtic Tiger. These are ordinary people from every section of society who are now struggling to cope with the reduction in their income.  The warm and welcoming glow of the open fire is now very often the easiest and only option for most. As I go about my coal deliveries in Dublin, it is just dreadful for me to see an older person sitting in the freezing cold in their own home in the afternoon, afraid to put on their heating that day in fear and trepidation of the increasing gas bill that they will face in the next couple of months. Unfortunately, this has now become a daily occurrence for many. In these most difficult times of austerity,  the open fire & solid fuel stove are the only means of home heating where “Fuel Poverty” is greatly alleviated by the availability of more easily managed small purchases of fuel. From a bale of briquettes or a small handy-pack of coal from the local store or garage forecourt when necessary, to the large bag of coal delivered weekly by the trusty Dublin Coal Merchant, it is for many the only affordable, manageable method of keeping warm at home during winter. Any increase in taxes now is sure to increase levels of fuel poverty right across the country.

It is with this in mind that I implore you not to impose an additional cost on smokeless coal supplies, or add to the 13.5% VAT rate. Please do not add to the burden on an already struggling householder trying so hard to heat their home this winter.

Recent reports in the media suggest that Ireland is set to face some  harsh winter weather. The milder than usual winter last year may lull us into a false sense of security, but we cannot forget “Big Freeze” of 2010/2011 that covered much of Ireland and wreaked havoc as the country was brought to a standstill. Heavy and persistent snowfalls brought road transport to a halt in many areas as roads were closed while flights were grounded as Airports were forced to shut down. Damage to property across the country ended up costing Irish insurers in excess of €220m. According to reports, forecasters have taken note of what might be the return of “La Nina”, a pattern which is brought on by a drop in temperatures in the Pacific Ocean. This pattern is linked to extreme weather conditions in all parts of the world, and is thought to be the cause of the record low temperatures two years ago. La Nina usually only occurs every 3 to 5 years, but scientists earlier this year recorded temperatures in the Pacific that were lower than usual and pointed to a repeat of the freezing conditions that we witnessed two years ago. All the weather systems throughout the world are connected, so it’s unlikely that Ireland will escape another plunge in temperatures this winter.

During the winter of 2010/2011 Dublin fell victim to two separate bouts of prolonged snowfall and it is already predicted that this pattern could repeat itself this winter. While we can take some preventive measures in our homes in advance of extreme weather conditions, there is really not much we can to counteract the gridlock that is caused around the country as roads become totally impassable in some places, and just downright dangerous in others. One of the things we can do to prepare is to be well stocked up on essential supplies ahead of the snowfalls. Keeping an adequate supply of medicines, non-perishable foodstuffs, bottled drinking water and fuel for heating is an absolute must. Not only for those living in rural areas, but as we saw two years ago, housing estates all across Dublin were literally snowbound for a number of days, making a trip to the pharmacist, the doctor, or even the local shop next to impossible for everyone but the very brave, or foolhardy. And it goes without saying that arranging a speedy coal delivery to your home in these types of weather conditions can be extremely problematic.

Dublin Coal Merchant, Robert Hudson of Crumlin Fuel Depot in Dublin cautioned, “That particular winter we managed to get to all our customers during the heavy snowfalls, but it was extremely treacherous to say the least. Coal deliveries in Dublin were very difficult everywhere and much slower than normal.” Mr Hudson, who is a coal merchant in Dublin for more than 30 years said, “In some cases, it took a few days to get coal deliveries done in Dublin that would normally take only one day. However, we worked through the difficult conditions and got our deliveries out to everyone. But my advice is to contact your local Coal Merchant earlier this winter and arrange for your coal delivery long before the more severe weather arrives.” Robert noted, “ A major problem we noticed in the past few years is that while the main roads and streets get gritted, the roads inside in the housing estates in Dublin are largely ignored by cash strapped local authorities and can remain snowbound for days, or in extreme cases, a week or more.”

Yes, there is the tree hugging image of people with nothing better to do, but if you talk to any good Coal Merchant in Dublin they will tell you that this is not always the case. Indeed, there are many ways of making much better use of the valuable natural resources available to us. The transport of both goods and people is the big energy user in Ireland. This ranges from road and rail transport inland, to the air and sea transport of people and goods entering and leaving the country. We all know that home insulation measures are important in reducing your energy use and saving on heating costs, but sometimes it’s the simple little things that can help too.

“I have many years experience as a coal merchant in Dublin, but more importantly, I have over 30 years experience of coal deliveries to my many customers across all of Dublin” said Robert from his Crumlin Fuel Depot base. “ I studied with the “Solid Fuel Advisory Service” in the UK” he continued, “but it’s the experience of talking directly with my customers over the years that I value most”. Crumlin Fuel Depot’s very simple and inexpensive tips to help get you started are;

1; Use very heavy curtains on all external windows in the winter to keep the heat in, and the cold out. This is the easiest and most inexpensive measure, especially if you already have some heavy curtains stored away at home. Do be careful not to cover radiators though, as this will obviously be counterproductive

2; For External Doors, you can buy some simple “stick-on” draught excluders from your local hardware store. You will be surprised at how easy some of them are to apply. As you might expect, they simply stick on to the base of your doors.

3; You can make something cheap and cheerful with your long old colourful socks, or even old tights, stuffed tightly with old rags, cloths etc. It’s quite simply to make the handiest draught excluding “snake” for the base of your outer doors.

4; The “letter box” in your front door can be a source of chilly draughts. Check it with your hand on a windy day. Again, there are simple and inexpensive options available from your local hardware store, but just like with the draught excluder “snake” above, you can make a hand little draught excluder for your letter box. However, do remember not to impede your postman as he delivers your letters in the mornings.

5; There are handy reflective sheets available that can be easily placed between your radiators and the external walls. However, it’s very easy to make your own if you can get your hands on some sheets of cardboard, and some kitchen tin foil. Simply apply the foil to a suitably sized sheet of cardboard, and then slot it into place behind the radiator, with the foil facing toward the radiator. This can help reflect heat back into the room. For bigger radiators, you can make two or three sheets to slot in side by side.

 

These are just some simple little tips to get you started in the “energy saving habit”.  Much bigger savings can be achieved by properly insulating our homes throughout.
